Deputy Commissioner Jeff Carr

Deputy Commissioner Jeff Carr began his law enforcement career in 1983. He has been with the Utah Department of Public Safety since 2007. While at DPS he has overseen the State Bureau of Investigation (SBI) that includes such functions as Criminal Interdiction, Alcohol Enforcement, and Major Crimes. SBI provides investigative support to the Utah Highway Patrol and local law enforcement statewide. He also oversaw the development and operations of the state’s fusion center, the Statewide Information and Analysis Center (SIAC). The SIAC is responsible for information analysis and case support to local law enforcement, critical infrastructure protection, and managing the Intelligence Liaison Officer (ILO) program, designed to facilitate intelligence sharing statewide.

Prior to coming to DPS, Deputy Commissioner Carr served with the Salt Lake County Sheriff’s Office. As a Deputy and Sergeant he worked in Patrol, Investigations, SWAT, and Special Operations. When he was promoted to Lieutenant he served as the SWAT Commander and executive officer of the Special Operations Division. While a Captain he commanded the Special Operations Division that included SWAT, Search and Rescue, Air Unit, Motors, and Canyon Patrol. Later he was assigned to the Utah Olympic Public Safety Command (UOPSC), where he was part of a multi-agency planning team that wrote the first draft of the security plan for the 2002 Winter Olympic Games in Salt Lake City. From 1999 until 2007 he served in senior management positions including Chief Deputy over law enforcement operations and Undersheriff.

Deputy Commissioner Carr holds a Master’s degree from Brigham Young University in Public Administration. He is a 1996 graduate of the FBI National Academy, Quantico Virginia. And in 2011, he completed the Executive Leadership Program in Homeland Security at the Naval Postgraduate School, Monterey California.
