About the Utah Bureau of Criminal Identification (BCI)

 

The Utah Bureau of Criminal Identification was established in 1927.  BCI has statutory authority as outlined in UCA 53-10-201.  Bureau duties have been outlined in UCA 53-10-202.

 

BCI is responsible for:

 

  • Entering, updating, and maintaining data in the Utah Computerized Criminal History (UCCH) file for all submitted criminal arrests and the outcome of these arrests.
  • Determining eligibility for expungements and issuing eligibility certificates.
  • Employment/licensing background checks for qualifying entities.
  • Verifying all fingerprints that are submitted to BCI for criminal purposes or as part of an employment or licensing application process.
  • Maintaining a computerized fingerprint database.
  • Operating a 24x7x365 help line for all criminal justice agencies statewide and across the country.
  • Training on the Utah Criminal Justice Information System (UCJIS) files.
  • Proficiency testing for all UCJIS users.
  • Auditing agencies for compliance with state and federals laws, rules, and guidelines.
  • Gathering and compiling of statewide statistics and producing the annual Crime in Utah (CIU) report.
  • Managing Missing Person Clearing House and AMBER Alert for Utah.
  • Assisting citizens wishing to review or challenge their own Utah criminal record.
  • Administration of Concealed Firearm Permit (CFP), Private Investigator, and Bail Enforcement Agent licenses.

Conducting background checks on individuals wishing to purchase a firearm.
