New Legislation 2021

HB18 – Driver Education Amendments – Effective May 5, this bill amends the term of a learner permit from one year to 18 months and prohibits rules requiring driver education observation hours.

HB26 – 24-7 Sobriety Program Expansion – Effective May 5, this bill expands the 24-7 sobriety program statewide to avoid suspension of the individual’s driver license.

HB69 – Traffic Code Amendments – Effective May 5, this bill amends the traffic code to clarify the law with regards to a turn signal and objects that might obstruct a driver’s view.

HB111 – Off-Highway Vehicle Amendments – Effective May 5, this bill amends provisions related to the operation of off-highway vehicles by allowing an individual under 18 years old to operate an off-highway vehicle under certain conditions.

HB142 – Cyclist Traffic Amendments – Effective May 5 – this bill amends traffic code provisions relating to operating a bicycle on the roadway by allowing an individual operating a bicycle to yield at stop signs under certain circumstances.

HB143 – Driver License Suspension Amendments – Effective May 5 – this bill amends provisions related to suspension of an individual’s driver license that will prohibit the suspension of an individual’s driver license by the Driver License Division based solely on the individual’s failure to pay certain fines.

HB352 – State Identification Amendments – Effective May 5 – this bill amends provisions related to fees and application processes for a state-issued identification credential by a person who is homeless.

SB14 – Driver License and State Identification Card Amendments – Effective May 5 – this bill amends provisions related to application for a state identification card by amending the provision related to the application requirements and process for a state identification card.  A person who no longer qualifies for a driver license for failure to meet requirements in 53-3-304 or makes a personal decision to permanently discontinue driver may submit an application through electronic means, or by mail.   This bill will also require the Driver License Division to waive the application fee for a state identification card in certain circumstances.

SB180 – Driver License Suspension Revisions – Effective May 5 – this bill amends driver license suspensions for certain drug related offenses to circumstances in which the court finds that a driver license suspension is likely to reduce recidivism and is in the interest of public safety and removes driver license suspension requirements for certain offenses related to custodial interference.
